The Former President's Progressive Warning Misses Europe's Real Threat: Economic Decline.

The recent US security policy document offers a flawed assessment of Europe. The document asserts that unrestrained immigration and so-called "woke" policies represent an existential threat to European civilization. However, this perspective is based on a fundamental misinterpretation of the situation. The actual danger confronting the EU is not cultural but economic and technological lag.

The Stark Economic Gap Between the US and Europe

The data reveal a sobering contrast. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the EU. During this period, EU GDP per capita fell from over three-quarters to just 50% of the US level. Strikingly, even Mississippi now has a greater average income than several leading European economies like France and Italy.

Today, about half of the global 50 largest tech companies are American, while a mere four are from Europe.

The Technological Shortfall: A Critical Question

This widening disparity is driven by stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of global tech dominance is decidedly US-centric. In the last fifty years, 241 US firms have scaled into enterprises valued at more than ten billion dollars, compared with just 14 in Europe.

This gap prompts a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe positioned? Experts widely concede it is largely a contest between two involving the United States and China, with Europe entering at a clear handicap.

Underlying Factors of Europe's Technological Lag

A number of key factors account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. The EU still lacks a genuine capital markets union, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder European business. A US startup can introduce a product under one set of laws to access a consumer base of over 330 million. The European Union, despite a larger population size, is split among twenty-seven different national regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have begun to propose serious reform. Key analyses on EU competitiveness and the internal market point to the need for sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths might enable much higher degrees of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality human capital, excellent schools and universities, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations could trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still dramatically boost economic output by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's technological decline has been steady. But, without bold steps to address its structural weaknesses, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
